Political scientist specialized in International Relations & Human Rights (Barcelona, Stockholm, Venice and Padua), since June 2014 he is the Director General for Multilateral & European Affairs of the Catalan Government, which is part of the Presidential Department; position that he combines with the role of Associated Professor of International Relations at the University Ramon Llull (Barcelona).

He has a long working experience with the United Nations system –including his role as a Special Advisor to the Chair of the United Nations High Level Group for the Alliance of Civilizations (2005-2006)-, but in other specific areas and international organizations (including the EU, Council of Europe and others), as well as in international civil society networks.

He has participated in several UN summits, forums and processes, including Rio 20, WSIS 2003, WSSD 2002, High Level Debates on  Financing for Development (2010-11-13), the ILO Commission on the Social Dimension of Globalisation, the Cardoso Report, etc.; and has been invited to participate as speaker or expert in some High Level activities of the UN General Assembly (2007-11-13).

Director of the Barcelona Office of the Foundation Culture of Peace (2005-14), and director of the World Forum of Civil Society Networks (2009-2014), best known as Ubuntu Forum (both institutions being presided by Federico Mayor, former UNESCO DG), he developed a series of activities, international seminars, institutional lobby actions, etc., in different areas such as UN Reform and Global Governance, Impact of Climate Change on International Peace and Security, Intercultural and Interreligious Dialogue and Action for Peace or Innovative Financing for Development.

He was member of the Steering Committee of the Jean Monnet Centre of European Excellence on “Intercultural Dialogue, Human Rights and Multilevel Governance”, located at the University of Padua (2009-12), member of the Leading Group on Innovative Financing for Development (2009-13), which is coordinated by the Ministry of Foreign Affairs of France, and participated also in the early work of the International Commission Against Death Penalty (2010-12).

He has acted also as international electoral observer and supervisor for the OSCE and the EU in six different missions (1999-2002) mostly in East Europe and the Balkans.
